Hutt City Council Street Resurfacing & Pavement Treatment
Hutt City Council
Hutt City, New Zealand
With a focus to optimise the life of Hutt City Council’s (HCC) assets, Calibre has managed and maintained the council’s road networks within changing environments for nearly two decades. A proactive approach, regular communication, responsiveness and ownership of the network has been key to this effective partnership.
Through our partnership, we helped deliver $90m savings in accident-related costs in the first five years, with similar ongoing savings.
A major contributor to this was our decision to introduce calcined bauxite into the development of the road surfaces. This was the first significant use of calcined bauxite in New Zealand and has significantly increased skid resistance and improved safety on the Wainuiomata Hill Road which had a previous history of a high rate of accidents due to skidding and braking problems.
Our team has provided a range of services from generating and validating Road Assessment and Maintenance Management software (RAMM) surface treatment selection reports and dTIMS outputs, and designing surface treatments and pavements, to preparing contracts (Chipseal, AC, and Rehabilitation, Wainuiomata Hill), supervising construction, providing contract management, and liaising with ratepayers.
A part of our ongoing work with HCC has included completing economic analysis to support New Zealand Transport Agency (NZTA) funding, preparing documentation and contract awards, supervising works, reporting and representing the council on site.
Going forward, Calibre will continue to programme design, manage and supervise 527km of HCC’s roading network. The contract was re-awarded to Calibre, commencing 1 July 2016 for an initial period of three years.
